Considerations on Preventing and Combating the Illegal Trafficking of Minors under the Current Economic and Financial Crisis

Abstract


Due to its geographical position and the transition period from the recent years, Romania, among the countries in the close proximity, has experienced steady growth and a constant development of organized crime in all its forms, including human trafficking. Among them the most vulnerable is the child trafficking, because of the reduced possibilities to defend themselves, and they require a special and effective protection through legal instruments and law enforcement agencies. Currently, due to financial and economic crisis, the risk increases that a growing number of minors, with the increasing impoverishment, become an easy prey for trafficking networks. Preceding the current financial and economic crisis, Romania has already implemented most of the recommendations and provisions of the Council of Europe and European Union in the internal law with a modern legal and institutional system in preventing and combating trafficking persons, in the spirit of the European tendencies, the specialized institutions and departments and their staff are trained to a higher level.
