Abstract

It is necessary that an administrative act of authority have a legal effect, for these, it has tomeet certain requirements of validity. One of the valid requirements of administrative acts is legalityand opportunity. The article includes an analysis of the legality and opportunity of the administrativeacts adopted by the local public authorities of the Republic of Moldova, as a condition for their validity.First, it clarifies the definitions of legality and opportunity. Further, the difference between legality andopportunity has been demonstrated for different legal situations of the validity of administrative acts,based on the way they are verified and the effects they produce, including the applicability of thenormative acts in this field.
